Ray D'Hollander has more than 20 years of experience in site remediation and geotechnical engineering. D'Hollander is responsible for managing the remedial design and construction process for PCB-impacted soils at One River Street.

D'Hollander has worked on dozens of remediation and landfill sites throughout North America and has written or co-written papers for journals and symposiums in the United States and Canada. D'Hollander holds a B.S. in Civil Engineering and M. Eng. in Civil Engineering (Geotechnical) from Cornell University. D'Hollander is a licensed Professional Engineer and has been licensed in New York since 1986.

Role:Construction Manager for One River Street

Salih Kokol is Parsons Field Team Leader at the One River Street site and On Site Manager for Atlantic Richfield. His responsibilities include: management and co-ordination of the contractors, scope of work, health and safety and environmental compliance. Mr. Kokol has over 16 years of experience in groundwater remediation and related activities for petroleum and chemical industries, of which over 2 years have been with Parsons.

Mr. Kokol is widely experienced in the fields of project management, geologic and hydrogeologic investigations and remedial actions at environmentally impacted sites. He holds a B.A. degree in Geology from City University of New York, Queens College. He is also a member of the National Groundwater Association and of the Geologic Society Of America.

Role:Construction Manager for One River Street

William G. Adams is Parsons Field Team Leader at the One River Street site and On Site Manager for Atlantic Richfield. His responsibilities include: management and co-ordination of the contractors, scope of work, health and safety and environmental compliance. Mr. Adams has over 18 years of experience in groundwater remediation and related activities for petroleum and chemical industries, of which 14 years have been with Parsons.

Mr. Adams is widely experienced in the fields of project management and geology and has worked on many remediation sites dating back to 1991. Mr. Adams holds a B.S. degree in Geology from Muskinum College, New Concord, Ohio. He has been a registered Professional Geologist since 1995.

 
Name:Daniel Douglass

Role:Asbestos Project Manager

Dan Douglass is Parsons HSSE representative and Asbestos Project Monitor at the One River Street Site. Responsibilities include ensuring that all applicable health and safety regulations are followed, oversight of the asbestos abatement work, and performing air monitoring during the asbestos abatement activities.

Mr. Douglass is an industrial hygienist with over 12 years experience is responsible for air quality and workplace health and safety issues, including managing asbestos surveys and abatement projects. He has provided consulting services for numerous commercial firms and governmental agencies, and has been with Parsons for the past three years.

Certifications held by Mr. Douglass include New York State Asbestos Building Inspector and Asbestos Project Monitor, EPA Lead-Based Paint Risk Assessor, and OSHA 40-Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) training. Mr. Douglass is a member of the American Industrial Hygiene Association (AIHA), and received his B.S. degree in Environmental Studies from the State University of New York College of Environmental Science and Forestry in Syracuse, New York.

Role:Supervising Toxicologist – Health & Safety Coordinator

Bill Bradford has 22 years experience in the areas of toxicology, health and safety (H&S), and risk assessment. He is responsible for coordinating H&S activities at One River Street, and for helping to ensure that workers follow all applicable Atlantic Richfield Company (ARC) requirements. Additionally, Mr. Bradford will help prepare and implement community protection plans.

Bradford has worked for many years as a toxicologist and H&S officer on major industrial and military hazardous waste site projects, from investigation through remediation phases of work. He is the H&S coordinator for Parsons helping to develop, disseminate, and implement H&S policy and procedures at sites across the U.S. Previously, Bradford served as the lead toxicologist for the risk assessment of pesticides used in the Gulf War for the DOD Deployment Health Support Directorate. He holds an M.S. in Biology (insecticide toxicology) and a B.S. in Biology (zoology), both from the State University of New York College of Environmental Science and Forestry, Syracuse University.

Role:Technical Coordinator

Heather Budzich has been with Parsons since 2001 and has experience with several remediation projects in the northeast. Her primary responsibilities are to assist upper level management with design, implementation, monitoring, and maintenance of remediation systems and treatment options. She received her B.S. degree in Environmental Science from Plattsburgh State University in Plattsburgh, New York and her M.S. degree in Environmental Engineering from Clarkson University in Pottsdam, New York. At the One River Street Site, Ms. Budzich is the technical coordinator for sampling remediation design, health and safety, and quality assurance activities under the direction of Parsons' Principal Project Engineer Ray D'Hollander.
