The Riverfront
The ultimate goal for One River Street is to return the riverfront to productive use for the community. Atlantic Richfield Company (ARC) is moving forward on the environmental remediation of the riverfront as the necessary first stage before redevelopment can occur.
The remediation work being performed by ARC is being done under the guidance of New York State Department of Environmental Conservation (NYSDEC) and in accordance with an agreement with the Village of Hastings-on-Hudson and the Riverkeeper, an environmental organization active in projects along the Hudson River. In 2003, ARC, the Village and the Riverkeeper entered into a consent decree outlining ARC's remediation obligations and satisfying the concerns of those two parties about the project. In the spring of 2004, NYSDEC issued a Record of Decision (ROD) selecting the environmental remedies to be conducted at the site. Based on that Record of Decision, ARC submitted on time a remedial design work plan to NYSDEC in the fall of 2004 outlining in detail how it would move forward on the project. That work plan was reviewed and accepted by NYSDEC in the spring of 2005.
ARC then completed critical environmental investigation work in 2005 necessary to develop what is known as a 50% remedial design. This document will tackle some of the critical issues needed to complete a final design. ARC anticipates submitting that 50% design in August 2006. This planning process is anticipated to continue through 2007. Pending approval by NYSDEC, implementation of a final design could begin in 2008.
