Waterfront Update Archive

Fall 2007
Atlantic Richfield Company has completed the first part of the multimillion dollar investigation that is dominating its 2007 activities on the One River Street site. The second part of that work will continue later in 2007. The investigation, undertaken at the request of NYSDEC, is intended to provide additional information as the agency selects a final remedy for the clean-up of the Hudson River.

ARC submits 50% remedial design plan to NYSDEC
ARC has submitted a 50% remedial design plan to NYSDEC in August 2006. That plan will identify and discuss many of the critical design issues required to complete the environmental remedies to be conducted at the site.

ARC presents historic preservation study to the Village
ARC presented to the Hastings-on-Hudson Village Board of Trustees a historic preservation report on the One River Street site from the well-respected architectural firm of Hutton & Associates.

While the report found that no buildings merited historic landmark preservation status, it did cite Buildings 51 and 52 as good examples of Hudson River industrial architecture and noted that the water tower had significance for the community.

The plan revealed the significant challenges to preserving these structures during the environmental remediation of the site.

Summer 2006
Hutton & Associates, the well-respected architectural firm was hired by the Atlantic Richfield Company to conduct a study of three structures on the waterfront -- the water tower and Buildings 51 and 52. This study will analyze the condition of the buildings, their historic features and the feasibility of preservation. The report is expected to be finalized and presented to the community in June 2006.

The environmental engineering firms Haley & Aldrich and ENSR are working on the Remedial Design stage of the work at the One River Street site. The boring and test pit phase of the Pre-Design Investigation (PDI) has now been completed and work continues on the design itself. The drilling has provided soil data for use by geotechnical engineers during design of the structural element, such as sheet pile bulkheads along the waterfront and excavation support systems. Air monitoring was performed meticulously throughout the drilling phase to ensure that any contaminants did not impact the health and safety of the workers or community residents.

The other part of the investigation is focused on improving the definition of the proposed excavation areas, primarily in the northwest corner of the site.

Video surveillance cameras continue to be used throughout the One River Street site for security purposes. These high-tech cameras are fully operational and are monitored by our security personnel 24 hours a day, 7 days a week, for the mutual safety of community residents and the workers on site.

Fall/Winter 2005
ARC has hired Hutton & Associates, a well-respected architectural firm with a strong background in the field of historic preservation to conduct a study of three structures on the waterfront -- the water tower and Buildings 51 and 52. This study will analyze the condition of the buildings, their historic features and the feasibility of preservation. The report is expected to be finalized and presented to the community between mid-December 2005 and early January 2006.

The Atlantic Richfield Company has selected the environmental engineering firms Haley & Aldrich and ENSR for the Remedial Design stage of the work at the One River Street site. These companies are working on the boring and test pit phase of the Pre-Design Investigation (PDI), as of mid-September 2005. This phase of the remedial design, which is expected to take eight weeks, has two distinct components that require the use of drilling equipment and backhoes. Most of the investigation is focused on developing soil data for use by geotechnical engineers during design of the structural element, such as sheet pile bulkheads along the waterfront and excavation support systems.

The other part of the investigation is focused on improving the definition of the proposed excavation areas, primarily in the northwest corner of the site. Air monitoring will also be performed meticulously throughout the investigation to ensure that any contaminants do not impact the health and safety of the workers or community residents.

Video surveillance cameras are located throughout the One River Street site for security purposes. These high-tech cameras are fully operational and are monitored by our security personnel 24 hours a day, 7 days a week, for the mutual safety of community residents and the workers on site.

Monday, August 8th 2005 - Friday, August 12th 2005
Following the demolition of two small buildings, 22A and 79A, the demolition of Building 52B has started. This will be followed by the demolition of buildings 52A, 53 and 54 during the next few weeks.

We continue to remove eight to ten truck loads of steel per day, from the demolished buildings, which are transported to a location in White Plains, New York for recycling. Each truck load carries approximately 18,000 to 20,000 pounds of steel.

The sediment testing in the Hudson River in co-operation with NYSDEC has now been completed. The results of these tests will assist the Atlantic Richfield Company in developing potential remedies for the One River Street site.

All of Building # 15 has been knocked down with the exception of two rows of bays near the east wall that is shared with Building # 22. The bays will remain until a support brace is constructed.

Demolition of Buildings 52A, 52B, 53 and 54 will begin during this report period.

There are now eight to ten truckloads of steel per day from the demolished buildings being transported from the One River Street site to a location in White Plains, New York for recycling. Each truck load carries approximately 18,000 to 20,000 pounds of steel.

Monday, July 18th 2005 - Friday, July 29th 2005
Total demolition and dismantling of Buildings # 15, 18 and 19 is expected to be completed by the end of this two-week report period.

Three to four truck loads of steel per day from the demolished buildings are being transported from the One River Street site to a location in White Plains, New York for recycling. Each truck load carries approximately 18,000 to 20,000 pounds of steel.

The sediment testing in the Hudson River in co-operation with NYSDEC is continuing during this report period. The results of the sediment testing will assist the Atlantic Richfield Company in developing potential remedies for the One River Street site.

Demolition of Building #15 is continuing during this update period as well as the demolition of Buildings #18 and #19, which are located adjacent to Building #15.
ARC is also obtaining samples of the sediment in the Hudson River in cooperation with NYSDEC to assist in developing potential remedies for the One River Street site. ARC is now conducting this sampling from a barge on the river, and we expect this activity to continue for approximately 2 weeks.
